??? If a dollar bill from the general fund will also buy a dollar's worth of security, why would anyone pay more than $1 for a $1 DHS bill?

The same reason someone might pay 1.7 cents for a penny minted between 1959 and 1982 (ref: http://www.coinflation.com/) - the inherent or underlying market value of what such a DHS bill represents.
